中新网评:处理核污水绝不是日本自家私事******

  中新网北京1月19日电(蒋鲤)日本政府近日称,将于2023年春夏期间开始向海洋排放经过处理的福岛第一核电站核污水。日本罔顾国内民众及周边国家的屡屡反对,企图将核污水“一倒了之”,把一件关乎全球海洋生态环境和公众健康的事当成了自家私事。

  2011年,福岛核电站事故发生后,大量放射性物质泄漏到大气层和太平洋,对周围环境造成了难以逆转的伤害,数十万人被迫撤离该地区。时至今日,作为日本邻国之一的韩国仍未解除福岛海鲜禁令。

  日本以核污水存储能力即将达到上限为由,在2021年4月13日,正式决定将福岛第一核电站核污水排入太平洋。过去一年多,日本政府和东京电力公司一直在持续推进核污水排海计划。

  日本政府辩称,这些核污水经多核素处理系统(ALPS)处理后很安全,甚至“可以喝”,这样的表态无疑在愚弄大众。

  事实上,经过处理的核污水仍含有多种放射性物质,核污水一旦排放入海就无法回收,长期来看,将会给海洋生态带来难以估量的潜在威胁,最终危害人类健康。

  因此,核污水排海计划推出后,遭到日本民众强烈反对。日本《朝日新闻》2022年3月公布的问卷调查显示,福岛县、宫城县和岩手县受访的42个市町村长中,约六成反对东京电力公司福岛第一核电站核污水排放入海。日本全国渔业协会联合会也多次申明立场,反对该计划。

  日本政府认为,核污水排海是最便宜、最省事的解决方案,但此举却将周边国家乃至全世界置于核污染风险中。太平洋非日本一家之海,核污水会随着洋流流动,其影响势必会跨越国界,危害周边国家乃至整个国际社会的公共福祉和利益。

  《韩国经济新闻》发文称,相关研究认为,福岛核污水如果排放入海,约7个月后将到达济州等韩国海域,该国水产业和旅游业将遭受相当大的损失。

  德国南极海洋机构也曾发出警告,若日本将所有核污水排入海中,不到半年,整个太平洋都将面临高度辐射威胁,包括远在大洋另一端的美国。太平洋地区人民更是对日本该计划持反对意见。

  日本作为《联合国海洋法公约》缔约国,有义务保护海洋环境。然而,在核污水排海方案的正当性、核污水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题上,日本未能作出科学、可信的说明。

  国际原子能机构技术工作组虽已三次赴日实地考察评估,但尚未就日排海方案的安全性给出结论,并且对日本提出诸多澄清要求和整改意见。在此情况下,日本仍执意推进核污水排海工程建设,这是极不负责任的行为。

  太平洋不是日本的下水道,日本必须正视各方合理关切,在与周边国家等相关利益方和国际原子能机构充分协商后,制定合理的核污水处理方案。日本也要着眼长远,若只顾眼前,执意将核污水排放入海,不仅其自身,周边国家乃至全世界都将为之买单,其后果必将会危害数代人。

  (ECNS) -- Japan has announced it will release treated wastewater from the wrecked Fukushima Daiichi Nuclear Power Plant into the Pacific Ocean this year.

  Although Fukushima wastewater disposal affects global marine ecological environment protection and public health, Japan has turned a deaf ear to domestic and international opposition to dumping the contaminated water into the sea, treating the "global" matter as its own business.

  The Fukushima accident in 2011 had sent large quantities of radiation into the atmosphere and the Pacific Ocean, causing irreversible damage to the surrounding environment, and hundreds of thousands of people were forced to evacuate the area. South Korea still maintains its import ban on Japanese seafood from areas affected by the Fukushima nuclear disaster.

  On April 13, 2021, Japan announced it had decided to discharge contaminated radioactive wastewater in Fukushima Prefecture into the sea due to dwindling storage space, with the Japanese government and plant operator Tokyo Electric Power Company Holdings Inc. promoting the release plan over the past year.

  The Japanese government argues that the water treated by an advanced liquid processing system, or ALPS, is safe and drinkable, which is undoubtedly fooling the public.

  In fact, the treated wastewater still includes a variety of radioactive substances and can’t be recycled once discharged into the sea, which will pose a great threat to marine ecology and ultimately endanger human health in the long run.

  Therefore, the discharge plan has been strongly opposed in Japan. According to a questionnaire conducted by The Asahi Shimbun, nearly 60 percent of mayors of 42 municipalities in Iwate, Miyagi and Fukushima prefectures oppose the discharge plan. The National Fisheries Cooperative Federation of Japan has also repeatedly stated its opposition in public.

  The Japanese government believes that dumping Fukushima wastewater into the sea is the cheapest and most convenient solution, but neighboring countries and even the whole world will be at risk of nuclear pollution.

  The Pacific Ocean doesn’t belong to Japan and the wastewater flow along oceanic currents will surely break boundaries and endanger public welfare and the interests of neighboring countries and even the international community.

  The Korea Economic Daily reported that related research concluded that if contaminated water from Fukushima is released into the ocean, it would only take seven months for the contaminated water to reach the shores of Jeju Island, with the country's aquaculture and tourism suffering considerable losses.

  According to the calculation of a German marine scientific research institute, radioactive materials will spread to most of the Pacific Ocean within half a year from the date of discharge, and the U.S. and Canada will be affected by nuclear pollution. People in the Pacific region also oppose the discharge plan.

  As a participant of the United Nations Convention on the Law of the Sea, Japan has the obligation of protecting the marine environment.

  However, it hasn’t offered a full and convincing explanation on issues like the legitimacy of the discharge plan, the reliability of data on the nuclear-contaminated water, the efficacy of the treatment system or the uncertainty of environmental impact.

  Though the IAEA has yet to complete a comprehensive review after three investigations in Japan, the Japanese side has been pushing through the approval process for its discharge plan and even started building facilities for the discharge. It is rather irresponsible for Japan to act against public opinion at home and concerns abroad.

  The Pacific Ocean is not a private Japanese sewer. The country must seriously heed the voices of the international community and make a reasonable plan for the Fukushima wastewater disposal after full consultation with stakeholders and international agencies.

  If it only seeks instant interest and insists on discharging the contaminated water into the sea, not only itself, but also its neighboring countries and the entire world will pay for the decision and several generations will be forced to bear the consequence.

      加快构建普惠公平的农村公路网,让农民群众的幸福感更强

      农村公路通达更深。连续2年将自然村(组)通硬化路建设列为交通运输头号民生实事,在完成1万公里自然村(组)通硬化路目标的基础上,启动实施新一轮农村公路建设和改造,累计建成1.1万公里自然村(组)通硬化路,实现5464个自然村(组)通硬化路。同时,吸纳6800余人参与自然村(组)路建设和养护,发放劳务报酬近1.3亿元,使群众成为农村公路建设的参与者、受益者。

      农村公路安全系数更高。投资3.3亿元,完成153座农村公路危旧桥梁改造;投资4.89亿元,实施村道安全生命防护工程3645公里,农村公路、桥梁等交通基础设施安全防护水平进一步提升,有力保障了农民群众出行安全。

      农村物流运输更畅。推进构建“一点多能、一网多用、功能集约、便利高效”的农村运输发展新模式,进一步完善覆盖县、乡、村三级的农村物流网络体系。建成清水县、陇西县、榆中县3个客货邮融合发展示范县,开通75条客货邮线路,完成675个示范点建设布局,打通“工业品下乡入户、农产品进城上网”最后一米。

      全力打造便捷高效通行路网,让群众出行的舒心感更浓

      高速公路“开口子”提速县域交通。围绕打造千亿级路衍经济产业集群,先后开工建设20个高速公路“开口子”拓展工程项目,将辐射9个市州17个县区,惠及人口约597万。会宁红色驿站的建成启用,将高速服务区与G312、G247等国省干线公路服务设施共建共享,促进会宁红色文化与公路服务区深度融合,打造宣传会宁红色文化、推介特色农产品的前沿“会客厅”。兰州南绕城高速公路金城南“开口子”工程的建成启用,打造了一条兰州市七里河区与各县区的联络通道,有效分流G75兰州南出口“峰腰”段的交通量,缓解小西湖、五星坪、晏家坪等片区城市道路的压力,城市路网运行通行效率快速提升。

      “治堵提速”工程助力高速畅行无阻。在全省49个收费所、205个收费站、487条车道实现ETC出口特情处置系统全覆盖,通过“用户自助+远程协助”的模式,最快可在15秒内在线处置ETC卡余额不足、计费异常、感应失败等6类21种非正常交易的特殊情况,高速公路的通行更智能、更便捷、更高效。“适老化”服务老年人乐享出行。推动城市公交站台适老化改造、地铁车站轮椅渡板全配备,开通敬老爱老城市公交线路71条,新增及更新低地板及低入口公交车62辆,并配备经验丰富的司乘人员帮助老年人乘车。同时,兰州、天水两市“95128”电召服务全面开通,老人们出行打车更方便、更无忧。

      持续优化交通政务服务质效,让交通企业的满意感更高

      高频政务服务事项“全程网办”。道路旅客运输、普通货物运输及危险货物运输驾驶员从业资格证补发、换发、变更、注销及诚信考核等政务服务及货运车辆“三检合一”等事项实现“全程网办”,年内办结“跨省通办”政务服务事项 8万余件,群众满意率达到97%。

      跨省大件运输许可“掌上通办”。升级改造甘肃省大件运输许可系统,开发甘肃省大件运输许可系统移动端页面,实现大件运输企业不受时间、地点等条件限制,随时随地申报省内大件运输申请,随时随地查询,达到“指尖触达、掌上通办”的效果。

      电子证照应用服务范围持续扩大。对全省涉及道路运输从业资格证、道路运输证和经营许可证3类9项全类型证照全面实行电子证照,实现多渠道“亮证”和全国互认,累计发放电子证照52万余张,群众办证“一次都不用跑”。

      船舶检验“一站式”服务。全面实行船舶检验线上申请,主动对接证书即将到期的船舶所有人,按照与申请人约定的时间安排验船师上门检验,对申报、受理、检验、发证、邮寄“一站式”全过程全免费,实现船舶所有人“不来即享”。目前,全省完成船舶检验“一站式”服务业务503艘。

      用心解决一线急难愁盼,让交通从业者的获得感更足

      货车司机在甘肃安心停车。聚焦货车司机在长距离奔波中吃饭、休息、洗衣、淋浴等急难愁盼,全面推广高速公路差异化收费,持续改善货车司机停宿环境,建成改造26个“司机之家”,新增551个货车停车位,将“车货无忧”公众责任保险的服务范围扩大至全省87对服务区(停车区)、242个收费站,打造跨越千里的“温馨港湾”,让广大货车司机在省内高速公路服务区停放心车、睡安稳觉。

      网约车司机收入提成公开透明。实施交通运输新业态平台企业抽成“阳光行动”,对19家网约车平台企业完成了计价规则公开、公布抽成比例上限工作,实现了抽成比例、乘客支付金额、驾驶员劳动报酬显示等功能,营造良好从业就业环境,促进交通运输新业态规范健康持续发展。

      将根治交通工程建设领域农民工工资欠薪作为交通行业的重中之重,加强源头监管,严格建设程序,强化督导检查,规范了甘肃省交通工程建设领域用工管理,年内共核查办理拖欠农民工工资投诉案件14起,清欠金额280余万元。
